I have worked on 5 rail bids as follows:

docklands light railway


Security Lead 

  • Conduct situational analysis of current operation
  • Develop ‘bid winning’ security strategy for new franchise
    • Covering Employee Security, Customer Security, and Infrastructure security
  • Coordinate with Revenue Protection lead, to ensure synergy between plans

dubai metro and tram


Stations, Security and Revenue Protection Lead 

  • Development of station staffing strategy aligned with RFP requirements
  • Development of Security and Revenue Protection strategy in line with RFP requirements
  • Development of a station categorisation matrix 

Southeastern Rail Franchise


Stations’ Workstream Lead – Responsible for a team of 4 and the following sub elements of the Stations Plan: Asset Management; Expanding Car Parks; Maximising the retail estate; Station Enhancements;

  • Preparing business cases to support initiatives and get sign off from executive steering group
  • Ensuring bid deadlines were met by all the team so that arranged reviews could take place at regular intervals to ensure optimum end result
  • Development of a station categorisation matrix as per ITT requirement to allow for application of a number of initiatives by category

Intercity East Coast


Led the following elements: Asset Management and Station Enhancements (Inc. car parks)
These sub-plans covered such topics as:

  • Preparing for transferring to Full Repairing and Insuring Leases (FRILs)
  • ‘Transferring out’ of Stations to NR and Scotrail
  • Car Parks Expansion plan based on outputs from demand model
  • Preparation of station investment schemes based on gap analysis of current situation
  • Business cases to underpin all initiatives being proposed as part of bid plans above

Intercity West Coast


Led the following elements: Accessing the Railway & Expanding Car Parking
This sub-plan covered such topics as:

  • Promoting cycling
  • Promoting Walking
  • Improving accessibility
  • Promoting the use of low emission vehicles including the installation of electric charging points
  • Car Parks expansion plan based on outputs from economic demand model

All of these roles encompassed the development and writing of bid plans ready for the continuous review process.

Doha Metro and Lusail Tram Mobilisation


A brand-new greenfield project which is the first public transport system in Qatar. My role was in leading the mobilisation of new Metro stations and managing the contract with the Security Guarding provider and ensuring they were ready for operation and compliant with the KPIs and deliverables of the contract.

Writing and reviewing of documents for submittal to Qatar Rail

I have written a number of documents for submittal and review by QR. Many of those achieved a SONO (signed off, no objections):

  • Security Plan
  • Depot Management Plan
  • Access Control Procedure
  • Emergency Response Plans
  • Station Security Plans
  • Key Management Control Procedure

Also involved in this project was the creation of Standard Operating Procedures mainly from a security perspective. These include:

  • Suspicious Item
  • Intrusion
  • Depot Access
  • Hazardous spillage
